1st Rule:
Each new paragraph starts with an indent.
2nd Rule:
Every new idea, change of location/time, or line of dialogue means a new paragraph.
3rd Rule
You can also start a new paragraph for dramatic effect. When you really want to draw the readers attention to something you are saying.
